You are correct that you can tag only members of the community in the community (using the "@" symbol and then typing the individual's name).

This group of students started out as a small group of HS students thinking big and now they are in college and wanting to continue. As the opportunity is virtual and no-cost, I thought promoting it for them was reasonable. I shared their flyer last year too.
