I often refer students to the following Website - Oregon Game Project Challenge - Resources
The website itself is geared towards an Oregon HS Game Development Showcase. The resources page has a load of resources related to 2D & 3D Game Engine options, places to learn coding skills, places to learn game design concepts (The Extra Credits Youtube channel is pretty awesome), Project Management, and Art, Sound, and Video tools for creating and using premade assets.
The site won't tell you how to create a game, but will point you to places that will teach it in various ways and through various platforms.

What would you all recommend for a HS senior to work independently who is interested in game design? I won't be able advise the student, nor do I know GD myself. The student is a perfectionist and is a very good programmer (or at least a very good tutorial follower).
